Dymovsky was forced to be silent but the problem of militia arbitrariness remained

Early in November 2009 a series of appeals of militia major Alexey Dymovskly to the leaders of the country was placed on one of biggest Internet video services Youtube. Militiaman from Novorossiysk tried to attract attention to the facts of corruption and exceeding of official authority in the ranks of law-enforcement bodies. Dymovsky, according to his own words, acted as a defender of honor of a real officer who found himself powerless in front of his bosses and the system in general. 

Dissemination of this information caused broad response in the society and gave birth to a new wave of condemnation of unlawful actions of militia employees. 

Direct addressees of video-appeals abstained from comments motivating this by their desire to get the results of checking the trustworthiness of Dymovsky’s words. The minister of home affairs Rashid Nurgaliyev assigned the official inspection of Directorate of home affairs of Novorossiysk. 

As a result the major found himself under investigation under clause 159 of the Criminal code of RF (part 3) – “Fraud committed by a person using the official position”. He was discharged from law-enforcement bodies. Initially he was accused of calumny, and then the facts of embezzlement of money in the pursuance of his official duties were “discovered”. Searches were conducted in the apartments of his relatives and civil wife with the purpose of discovering involvement of the former major into drugs trade as during his service Dymovsky’s department was responsible for the cases connected with illegal turnover of narcotic drugs. It was in his very first appeal to the prime-minister of the country that Dymovsky stated he was ready to any consequences of his step: threats, persecution, and accusations. And they followed without delay. 

Before his arrest Alexey Dymovsky had time to give a press conference in Moscow, visit several cities in Urals and enlist the support of the like-minded persons on the Internet. More than 150000 views were recorded on Youtube only during first days after publication of his video-appeals. He also spoke with initiative to arrange a human rights organization “White ribbon” – public reception office to review the citizens’ complaints about delinquencies of militia employees. News about staying of the former major under arrest, video-appeals of representatives of coercive structures and NCOs supporting him are published on the Internet in the real time regime. 

2009 became critical for the Ministry of home affairs (MVD). The society and mass media were exasperated in April, after tragic events in Moscow superstore “Island”. Major Denis Yevsyukov started shooting in the shop, and a cashier perished due to this and seven customers were wounded. Besides, major shot down the driver who gave him a lift and several accidental passers-by were wounded. The expert examination found Yevsyukov sane and in September accusations of two murders and 21 attempted murders were brought against him. Later on other numerous delinquencies of the “law-enforcer” were also discovered including his involvement into illegal weapons trade. 

Not a single day passes without information in news blocks about a new crime against personality on the part of the shoulder straps’ possessors – extortion, hooliganisms, causing harm to the health. Only basing upon open sources, Moscow bureau for human rights collected dozens of facts of militia arbitrariness all around Russia. Here you are, one of these days in Yessentuki the militiamen had beaten a 62-year-old pensioner. In Tomsk 47-year-old journalist Konstantin Popov who was cruelly beaten by militiaman in detoxication center on January 4, died in the hospital on January 20 still remaining in coma. 

Appearing of Alexey Dymovsky in media-space is logical. Most citizens who suffered from militia arbitrariness are simply unable to make themselves heard by the leaders of the country. The exclusions when people manage to attract attention to their tragedies via mass media and blog-sphere (like this happened with the husband of the perished Yelena Shumm) just confirm the rule. 

Necessity of reforming of the MVD in general is actively discussed now. Notorious “line system” of reporting was subject to criticism and preventive staff purge is the next. But for the present all these words just reduce the pain for a short time like an analgesic remedy but it returns later with newer strength.
